Certainly, studying in Taiwan is an option and many people take this.
If you are going to pay the bloody high tuition fee, then get into as good
school as you can.
If you cannot obtain tickets to good American universities, just go home having
a good sleep. When you wake up, forget everything of the USA, suddenly, you
might be able to realise there are many really good schools in the world.
You might also be surprised that many of them charge you much less tuition fee.
Go on then, why not?
It might be argued that scholarship or sponsorship is easier to obtained in
America. However, there are usually people cannot get sponsorship but still
want to study. If you are, unfortunately, a peole who cannot get sponsorship
and want to study towards a PhD at a good school, then you got to find your
way out. Nobody is not suitable to be a PhD; the difference is just 'want'
or 'not want'.

It is true, particularly for those PhD programme with a tight deadline or
financial problems.
Studying a PhD is a very busy job, particularly when writing up a thesis.
However, if you got time and opportunities to access the grobal villiage,
why not? It may be not for you but; for me, life should not be only wasted
on studying or researching. There is not just this issue, for example,
there is always single PhD students everywhere. If you are single and have not
yet got a girl or boy before your PhD, are you going to remain this status
until you finish?
I am not telling people to use more than 50% of time doing this, however,
don't put too much pressure on yourself. Take it easy.
By the way, reading journal papers written in English is not sorts of
fundamental ability of a PhD. It is for Masters.
