括弧裡為省略的部分 所以than後面其實是個句子
而than作為連接詞使用 因此其後接續一個句子完全合乎文法
接著跳回原句
..than the bold policy declaration (the statute opens with) might otherwise
have indicated
=>這個例子其實就是前例所演變而來的 如果你已經了解上面的例子 這個句子就好懂了
: ->或者是 more qualified than what the declaration might otherwise have
: indicated. 然後what被省略嗎 但這樣就沒有先行詞，應該也不對
另外你所考慮的 than what the declaration might otherwise have indicated

是將than視為介係詞
而因為沒有先行詞也就沒有任何名詞作為它的受詞 因此你覺得這不合理
