也就是說the statute開頭宣告了一段 bold policy declaration
所以是...than the bold policy declaration might otherwise have indicated
而might otherwise have indicated則是意指這段宣言指出跟前面所提到
"congressional commitment to cross-sectional ideal was more qualified"不同(或
相反)的情況 例如 congressional commitment to cross-sectional ideal was less
qualified or something else would be more qualified...(因為沒有更多的上下文所
以不知道這個宣言指出什麼)
所以你的翻譯我會修正為:
立法歷程顯示國會致力於cross-sectional ideal，相較此法條開頭闡述的大膽政策宣言所
另指之情形而言更為qualified(?)
翻譯得沒有很好 但我已盡力表達我對這句子的解讀了 希望不會太複雜orz
另外cross-sectional ideal是說a concept of producing a jury that best represents
the commuity 所以你可以斟酌應該怎翻成中文才好
