cross-sectional ideal is a legal concept
it refers to the selection of jury - there are two options
1) a jury that represents a typical cross-section of the community
(in the extreme case, there could be mentally retarded jurors
sitting next to a university professors)
2) a jury that represents "better than average intelligence
(also known as blue ribbon jury)
you can consider 跨領域代表制 or something similar for the word.

並非如條文所寫的一往無前，而是持一種審慎、保留的態度。
