個人已於五月二十一號上午去信FIFA詢問，目前正在等待回信。
茲將原信件附上，提供大家參考。
Dear FIFA,
I’d like to draw a problem considering the "cautionable offences."
A soccer competition called “Education Cup “was held by the ministry
of education among elementary school students in order to promote soccer.
It was a rated game, and there were two teams with the same points.
If the score was tied, both of the teams would be qualified. At the same
time, the other teams would have no chance to be qualified. Therefore, the
two teams did nothing in the contest. They just passed the ball continuously
and even passed the ball to their opponents. The whole game ended in this
crazy situation.
In the rules, there’s a term read that “A player is cautioned and shown
the yellow card if he commits any of the following seven offences:
‧ unsporting behaviour”
In this game, the referee did nothing more than sit watching. Thus, I’m
wondering is it reasonable for the referee to do nothing.
