[新聞] 公車虧逾2百億 高市考慮民營

高雄市公車累積虧損超過新台幣216億元,市府公共汽車管理處長歐秀卿今天表示,民營
化是選項之一,將準備提出改善計畫。學者認為,如採民營化可讓員工集資營運。
中國國民黨高雄市議員黃柏霖今天召開「高雄市公車處累積負債216億元積極改善營運之
道」,邀學者和官員座談把脈。
黃柏霖說,高雄市債台高築,如果再不改善公車營運,持續虧損,高雄市財政會被拖垮。
市府研考會組長何宜綸認為,公車的營運定位很重要,尤其縣市合併後,高雄市幅員廣大
,政府是要以福利事業看待,還是營利事業認定,會影響公車的營運績效。
交通局科長黃榮輝說,高雄市公車票價是全台最低(全票12元),所以造成營運成本較大
的負擔。他指出,如果公車的便利性和密集度不夠,無法取代私人運具,是市公車營運無
法起色的原因之一。市府都市發展局官員建議以都市計畫的手段檢討停車場的劃設,營造
有利於大眾運輸的環境,改善公車營運。
財政局專門委員蘇琡惠憂心公車虧損擴大,與文藻外語學院國際企業管理系副教授賴文泰
都主張民營化。賴文泰以國光客運、台北大都會客運為例,認為民營化可以降低營運成本
、提高營運效率。他主張讓員工和駕駛員集資負責營運,有助於改善公車績效。
公車處長歐秀卿說,已在研擬改善營運計畫,9月會提出報告。她說,民營化是公車處改
善營運的選項,但是改善的過程一定會兼顧員工和弱勢搭乘者(長者與學生)的權益。
