而後面的是排除條件DEF(This Convention shall not apply)
具有這些情可以認定為難民ABC
但具有已下情況 不得認定為難民DEF(This Convention shall not apply)

他這裡都講清楚 這些情況不適用條文了 我解釋前面ABC幹嘛
就算他符合ABC This Convention shall not apply
