: 原因是舊金山條約並沒有俄國簽名．
蘇俄（今俄國）早在 1956 年 10 月 19 日與日本共同發布的「日蘇共同宣言」中，
宣布終止對日本的戰爭狀態。
: 不知道這樣子的推論對不對？
舊金山和約對日本及各簽約國而言是終戰和約。

舊金山和約第 1 條 a 項：
The state of war between Japan and each of the Allied Powers is terminated
as from the date on which the present Treaty comes into force between
Japan and the Allied Power concerned as provided for in Article 23
日本與同盟國各國間之戰爭狀態，自本和約依第 23 條之規定在日本與該同盟國間
生效之日起終止。
舊金山和約第 23 條：
a) The present Treaty shall be ratified by the States which sign it,
including Japan, and will come into force for all the States which have
then ratified it, when instruments of ratification have been deposited by
Japan and by a majority, including the United States of America as the
principal occupying Power, of the following States, namely Australia,
Canada, Ceylon, France, Indonesia, the Kingdom of the Netherlands,
New Zealand, Pakistan, the Republic of the Philippines, the United
Kingdom of Great Britain and Northern Ireland, and the United
States of America. The present Treaty shall come into force for each State
which subsequently ratifies it, on the date of the deposit of its
instrument of ratification.
本和約應由包括日本在內之簽約國批准，並於日本及包括主要佔領國美國在內
之下列國家中多數之國家寄存其批准文書後，對所有為批准之國家發生效力：
澳大利亞、加拿大、錫蘭（今斯里蘭卡）、法國、印尼、荷蘭、紐西蘭、
巴基斯坦、菲律賓共和國、英國及美國。對在此之後批准之國家，本和約應自
其批准文書之寄存日起生效。
b) If the Treaty has not come into force within nine months after the date
of the deposit of Japan's ratification, any State which has ratified it may
bring the Treaty into force between itself and Japan by a notification to
that effect given to the Governments of Japan and the United States of
America not later than three years after the date of deposit of Japan's
ratification.
若本和約未於日本之批准文書寄存之日起九個月內生效，批准本和約之任何國家
得於日本之批准文書寄存之日起三年內，通知日本及美國政府其有意使和約生效
後，使本和約於日本與該國家間生效。

1951 年 5 月舊金山和約連簽都還沒簽，台灣的確還是日本領土。
1952 年 4 月 28 日舊金山和約生效，台澎就不再是日本領土。
