jointly published a half-page advertisement in the newspaper, expressing that
they supported the "1992 Consensus" policy by the KMT candidate Ma Ying-jeou.
The Chairman of HTC Corporation, Cher Wang, first called the press conference
to show her attitude that we should "cherish the peaceful cross-strait
relationship presently, and that the "1992 Consensus" makes the Taiwan
companies possess the foundation of sustainable operation".

本文嘗試以兩岸經濟合作架構協議（ECFA）在國會的政策過程，探究中國
因素如何介入台灣民主政治。並分析經濟力量如何透過資源和論述等機制，如
何使台灣的民主體制「朝向更廣泛、平等、協商和制約的民主化方向運動」或
「往更集中、更少制約的去民主化方向運作。」
我分別指出促成民主化與去民主化的機制：一、由經濟統合造成企業主對
中國市場、資金的經濟依附，間接形成經濟力量對於台灣內政的影響力槓桿。
二、政黨自我內化了選民的利益，為了取得民主政治的政權，而自我修正對於
民主政體的定位（從獨立主權轉向共識決）。三、對於民主政體和經濟發展的
兩極論述，導致各政黨不得不採取更多制約、公眾參與的方式協商。四、然而
民主政體自我違背協商程序的事件，又非意圖地開啟了一連串保衛民主政體的
抗爭。

Abstract
With the policy process of the cross-strait Economic Cooperation
Framework Agreement (the ECFA) in the Congress, this paper has explored how
China factors intervened Taiwan's democratic politics. Additionally, it
analyzed that through mechanisms such as resources and discourses, how
economic power has led Taiwan's democratic regime to either " more public,
equal, negotiable, and constrained democratization" or "more centralized and
less restrained de-democratization".
The author described the mechanisms that facilitate democratization and
de-democratization: 1. Economic integration has resulted in enterprise
owners' economic dependence on China market and capital, and indirectly
formed the influence leverage of economic power in Taiwan's internal affairs.
2. The political parties have self-internalized the voters' profits. In order
to obtain the political power in democratic politics, they self-modified
their cross-strait position for the democratic regime (from the independent
sovereignty to consensus). 3. The extreme discourses of the democratic regime
and economic development have made each political party have no choice but
negotiate with more restraints and public participation. 4. However, the
democratic regime self-disobeyed the democratic negotiation process, leading
to a series of initially unintentional protests for protecting the democratic
regime.

Economy Matters：How China affectsTaiwan’s domestic politics by Cross-Strait
Economic Integration
Abstract
This article focused on two interrelated questions during Ma’s presidency:
First, how China affects domestic politics in Taiwan by cross-Strait economic
integration. Second, how civil society discerned and resisted these influence
caused by economic integration. We use quantitative and historical methods to
find why Taiwan was desperately seeking to solve its isolated economic
problem but consequently trapped into its sovereignty dispute with China.
We present our analysis in the following steps: In the first section we
outline the market regulation of Taiwan government through cross-Strait
agreement. By analyzing mainland investment and capital inflow and outflow
between cross-Strait, we see high-tech industries are more relied on China
than other industries in the past six years. Such economic dependency,
however, affects entrepreneurs’ political intension for voting.
The second section shows how citizens in Taiwan reinterpret these impact,
whatever economic or political. Through more and more protest suffered from
unequal wealth distribution, citizens in Taiwan started to redefine “China
factors” as external threats but not as means for economic development.
Within the framing of movement, finally, state elites promised to changed
institutional negotiation process of cross-Strait to save their legitimated
power that warranted by citizens.
