Really. I cannot judge based on very limited information.
However, I thought, it depended on how much you wanted to pay.
If you went to those top-quality resturant, you would not get that.
About the 'help yourself'....
Recently, I have seen a foreigner asking a receipt from a Taiwanese resturant's
servant, and the servant gave him a blank receipt and asked him to fill
it in by himself....
To be honest, I wished I had not stood there.
It was not just a problem of service quality...
In Europe, they might reject to give you any receipt; not least ask you to
help yourself for this... Anyway...

Yes, the differences are there, absolutely,
just like the European films and American movies.
European can be 'quieter' and more conservative for everything.
This doesn't mean they are not kind.
To understand them or to get yourself understood does take efforts.
However, those American you met were more like you, who was also a traveller.
If you go to America and meet some Britons, it might be still the
same situation.

You can only admit what you are thinking.
You can always guess but how can you admit what those others are thinking??
particularly those implicit expressions?

That is a sort of culture. Japanese do everything like that.
