柯盯公務車里程數 局處首長壓力大

〔記者沈佩瑤/台北報導〕柯「省」長自詡撙節還債功力一流,斤斤計較,連公務車也不
放過。北市府市長室近期統計各局處一○五年度公務車使用情形,檢討里程數,太高或太
低都須說明,連油耗表現也列入評比,做成排行榜。不少首長和局處皆認為,沒有標準的
評比只是徒增壓力。
4首長座車 105年度里程異常
北市府市長室統計,北市府在一○五年度共有七二三輛公務車,平均年里程數為七二○三
公里,有多輛公務車的年里程數遠高於平均值,被點名「里程異常」,且前五名中就有四
輛首長座車,分別為台北市立大學首長座車三萬三三八八公里、兵役局首長座車三萬○五
三六公里、美術館首長座車二萬九七二三公里、副市長鄧家基用車二萬七四四三公里。
其中台北市立大學首長座車三萬三三八八公里,「榮獲」全市府公務車里程異常偏高第一
名。北市大對此指稱,一○五年度為了執行招生業務,拜訪超過七個縣市,由於某些機關
交通較為不便,須經過多次轉乘不同交通工具才能抵達,顧及效率和機動性,校長直接開
首長座車上山下海,省時也增強行動力。
北市大表示,目前沒有接獲市長室檢討通知,但確實是用在公務上,名列第一也沒有辦法
,會提出相關報告。而其他被點名異常偏高的局處也說,基於執行業務需要,因行程密集
、範圍較廣,才導致里程數偏高。
有不具名局處首長私下坦言,每個局處的業務不同,如果符合公務車使用規範,且不是因
為機器故障造成異常,這種「排行榜」實在沒有必要,「難道要提著一堆公文搭公車或是
騎YouBike嗎?」何況里程數一定有高有低,沒有標準的評比只是徒增局處壓力。
有人員建議依業務性質評比
另有局處雖然認為公務車也該管考,但建議按照業務性質進行評比。不具名的市府人員表
示,每個局處的業務不太一樣,應該依照業務性質分類,並納入業務執行內容、範圍等更
細緻的因素,如果只是單純比較里程數、油耗表現等大雜燴式的「超級比一比」,沒有太
大意義。
