我的看法如下：
第一句：是it加強語氣的用法，句型是「It is + 強調的部分 + that + 其餘的部分」
所以第一句逗號後可翻成，負責管理公司產出的所有紙本文件經常會是執行助理(不是
別人)
第二句：不定詞片語「In order to be valid」當做修飾整個句子的副詞使用，副詞放
在句首常有強調的用意。所以整句話強調「為了有效、合法」，但怎樣才有效、合法，
逗號後面補充說明「申請書的內容必須印在每一頁的上方，此頁包含有簽名」。逗號
後面不管誰在誰的上方都不是句子強調的重點。
