such在這邊是補語，英文裡頭such that的句子很常見
"were"表過去發生的事，"could have pp"表對過去的推測
像是"His eloquence is such that everyone admires him."
翻成"他的口才很好，所以大家都讚美他。"
所以這邊是說"這個計劃的資金很多，所以不需要額外的援助就可/或許可以付清這些款項
了。"
