原PO的翻譯是正確的。
這邊的that子句還是一個形容詞子句。
原PO應該是被破折號插入語所混淆了。
通常如果句子太長，可以先把不必要的地方拿掉。
(通常插入語的用途表"補充說明"，不影響句構)
我們先把"-and Taiwan people who did not vote for them-" 去掉
原句為many of their supporters held expectations at the time of
the election.
所以that代替的是在後面句子做受詞用的"expectation"
再來解決插入語的部份
這裡的and 連接的是 1. many of their supporters 這兩個名詞
2. Taiwan people
Taiwan people後的who子句則是形容詞子句修飾 taiwan people
兩個關代子句的層次是不同的。
不過教學時，跟學生說這是當形容詞子句，或是當名詞子句，通常他們是搞不懂的
個人經驗，
最好的判別方法，就是把不必要的部分去掉後，關代後的子句是否為完整句子
試用兩個例子說明
I have to tell you the truth that makes everyone surprised.
I have to tell you the truth that I don't love you anymore.
第一個that子句為不完整，所以可以跟which代換。
第二個that子句為完整，所以是名詞子句，不可跟which代換。
