我以我目前所學的文法觀念試著分析這個句子看看，也許有錯，不過交流一下觀念。
我個人覺得你的翻譯沒錯，而且很正確。
這個句子可以拆成幾個主要的句子：句子的主要句型是- S+V+O+C也就是受詞補語的句型，eg: I found the dress beautiful. 在這個句子裡頭，the dress 是受詞，beautiful是受詞補語，判斷是否為受詞補語的方法在於，在受詞跟受詞補語中間加一個連綴動詞is/are，加完後的句子如果語意完整，即可判斷此種句型為受詞補語。
在這裡要提到一個觀念，能夠放在一個句子的主詞、受詞、受詞補語這幾個主要句型位置的詞類主要是「名詞」、「名詞片語」跟「名詞子句」等名詞類的單元。
有了上述的觀念後，再來看看原po的句子
(A) So far, the achievements and track record of the D.P.P. government have fallen short of the expectations that many of their supporters and Taiwan people who did not vote for them held at the time of the election victory.
在這個句子當中，主要主詞是「the achievements and track record of the D.P.P. government」，更精簡來觀察，主詞可以是the achievements and track record。主要動詞片語是「have fallen short of」，shor是用來修飾fallen的狀態的副詞。動詞的受詞是expectations；可是，在這個句子中，受詞補語是一個冗長的名詞片語，原本如下：
Many of their supporters and Taiwan people who did not vote for them held at the time of the election victory.
為了判斷句子是否為受詞補語的句子，可以將句子中的受詞跟上述冗長的名詞子句之間加一個be動詞來判判，如下：
Expectations are that many of their supporters and Taiwan people who did not vote for them held at the time of the election victory.
句子中的That是名詞子句的連結詞，主要引導名詞子句的作用，純粹只有文法的功能，並沒有特別的意義，如果要說其意義，應該在於，使句子的表達更清晰。
為何不是關係子句中的關係代名詞？
所謂的關係代名詞或先行詞指的是兩個看似獨立卻擁有一個共同元素的句子，可以取出共同元素，並將之從單句合併成複句，例如：
The man stands in front of the bus station.
The man is my father.
因為有共同的元素The man，所以將之合併成The man who stands in front of the bus station is my father.
用這種觀念去看原po的句子，你會發現句中的that並不是一個共同的元素，不是共同名詞或受詞的關係代名詞。
以上的原因使用個人認為，原po句子的that是一個名詞子句的文法功能型連接詞，而非形容詞子句。
