最近翻譯一篇有關歐洲國家公投制度的文章有些疑惑實在百思不得其解懇請高手們解惑^^ (1) Nevertheless, the Constitutional Court must avoid enforcing the ‘implied limits’ of referendums when the evidence for its reasoning is not supported by serious systematic justifications. 我的翻譯：「不過當公投案所持的論述不具有正當性時，憲法法院仍然不能用含糊的方法加以限制。」(?) (2) In Hungary, are excluded from referendums laws concerning taxes, duties and the budget, personal questions (elections, nominations to be made by the ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^ Parliament) and the fulfilment of obligations based on international treaties. ^^^^^^^^^^^ 疑惑：要怎麼翻啊?是什麼私人問題?
