不贊成擴編任何政府部門，只贊成大規模縮編政府部門及員額。
理由：
(1)現在的政府已經癰腫不堪，疊床架屋，充滿閒人。
有沒有人知道：高、普考進去的中央與地方資訊公務官員，現在總人數有多少？
再比對一下這些IT專業公務員的績效吧：
哪一個中央、政府網站是這些IT公務員做的？
哪些政府資訊系統是這些IT公務員做的？
戶政資訊系統？
中央選委會開票系統？
全國公司每兩個月都必須向財政申報業務營收的Delphi軟體（不是browser
base）？
(2)政府長期濫編預算、亂花錢，已經到無以復加的浮濫程度，必須大砍預算以止血。
還有人記得「兩兆雙星」、「產業升級條例」、「產業創新條例」...
等全球獨一無二的補貼政策嗎？
結果呢？是：
cost down + 產業西進 + 產業東南進 這種全球獨一無二的台灣版遊牧企業精神。
再來，不要再談過去好了！
就講現在。請諸位移駕經濟部網站，去算一下有幾個IT補助案在跑！
只有台灣「產、官、學IT天才」才想得出來，民營VC接到就直接往垃圾桶丟的
「IT產業蛙跳三級推手專案、令IT產值爆衝的super idea」：
雲端上天堂專案、碳足跡登錄網站、貨櫃電腦超級計劃...。
有SBIR、「先進領導計劃」等千奇百怪「扶植」、「補助」預算，等著「與官、學
有特殊良好關係」的公司去按照公務員給的暗示去唬爛、領錢、寫垃圾網站。
結案2年後，產、官、學聯手偷偷棄置一旁，全都變成垃圾，無人聞問。
然後主辦公務員接著撰文「計劃大獲全勝」，差一點就把「台灣IT已經趕英超美」
這句寫進去。
就這樣：每年燒掉你、我數十億元的荷包，製造電子垃圾、消耗電力資源，
製造滿坑滿谷的碼農，而國家軟體產業水準則原地踏步數十年。
(3)政府官員多是無能之輩。
各項IT招標，招標書多是外包給不明的所謂「更專業的專家」寫的。
IT專業公務員就閒在那裡無所是事。
金額高的政府外包案，幾乎全部採「最有利標」，形成只有IBM之類
的外國公司，或非官非民、國內外財團合資的III才能伸出第一雙筷子的
「最有利態勢」。
吃不完的碎屑或搾不出油的豬頭皮，再下包給國內已經餓扁的軟體公司。
一齣絕對完美的「產官學」精彩演出！
金管會規定：券商必須開發certificate機制，供股票投資人安裝在電腦裏，
才可以下單，「以保護投資人」。結果是：
券商開發的下單軟體，100%只能在Windows上面跑。
把全國金融產業的IT科技鎖進M$這家外國公司的錢包中。
如果某日你想緊急出脫持股，才回想起來：你已經離開Windows
N年。那麼，你可能要損失慘重了！除非趕快找回券商電話
、營業員、帳號、密碼，改用電話下單。
還在連署擴編腫脹不堪、無效率的公務部門，衝高IT公務員人數來損耗國力？
誠心呼籲全國民眾：
已經連署的，快撤簽吧！
並向行政院研考會鄭重建議：大規模裁廢政府部門及員額，50%起跳。
大家一起努力，把國家財政崩潰時間延後幾年吧！
這幾年，我最怕聽到的政策主張就是「擴編政府部門、增加IT公務員人數，以救產業」。
這種主張和下面這個建議的共同點是 -- 誤以為公務員比民營企業老闆精明。
所以要印鈔、撒錢，減免企業稅捐，送土地，調降企業水電費，架空空污、水污罰則

我的回應：
1) Manufacturing capability has lost its steam as a nation's economic growth power since long time ago. This sector costs more than it brings to a developed country, Taiwan. Automation, additive manufacturing, and robotics are no exceptions - these activities have been performed for decades here with the ancient thinking in mind - making high quality stuff with low cost, yet the final results remain the same - low
sales price of these high quality products. Automation, additive manufacturing, and robotics won't change Taiwan's slopping economic trend, either. They can only produce cheap goods for export.
2) "Stop hoarding foreign reserves." I fully agree with this strategy. That is why Taiwan should have applied for AIIB membership much earlier - earlier than when China lost its patience. There must be foreign power in play that caused our governor to make that unrecoverable mistake.
I oppose the idea of government investing VC with public capital. That policy is more likely to cause further corruption. Past awful performance of public funds investing on capital market, including stock market, already told the world the incompetence of Taiwan civil servants. Do not do the same thing yet expect to generate different outcome.
3) As said before, Taiwan government must keep itself away from business activities including manufacturing. However, there is one exception - weaponry manufacturing for *local*
demands - no export. This mega-sized opportunity has been waiting here for decades. Only our government can integrate nationwide resources to take advantage of this huge business opportunity. The figure of this demand is concrete rather than imagination. Why most politicians did not want to raise this direction? You guess who has been stopping this policy from emerging!
No more "offering tax rebates to innovative companies"!
How do you judge whether a company being innovative or not?
You, me, teachers from local high schools or professors from foreign colleges, or civil servants?
The big named factories, including TSMC, have been taking cheap electricity and water from the public for decades. For decades, they paid zero tax to this country. They have been offering Asian record low salary to their employees and polluting air and water for decades.
Enough is enough! Stop this injustice idea again! Remember! Corruption and resource wasting are rampant here.
4) Indeed, the government must force hospitals and clinics to hand out their patients' records, which belongs to their patients, so that they can be accessed by other hospitals and clinics.
However, I do not want to mention your "big data" farce. It only reminds me of dot com bubble. No one can generate profits purely out from data. It's a scam. As simple as that.
5) Taiwan has already many many talented people, excluding most civil servants. The real problem here is that given poor global economic condition, these talented people (shameless speaking, myself included) do not know where to go. I do not see this society leave much room for talented foreigners, either. The fact that many young talented people competing for a tiny number of positions in government sectors already says all.
Oh! Regarding your idea of "offering tax rebates to innovative companies", did I mention what has been happening here?
The aforementioned governers and businessmen have been working together to violate this contry's constitution and rob lands from farmers to get themselves rich overnight in the name of "industry upgrading".

補充我現在的困難：
我想營業我的SaaS服務。面對一個重大障礙 --
向某家銀行申辦「虛擬帳號」服務。該銀行回覆：
必須和該行來往一段時間。
所謂「來往」，可以是
存入50萬元在活期帳戶裏6個月。
我不要拿政府任何錢。政府可以幫我解決這個困難嗎？

正確方向是：裁編經濟部、科技部等部門規模、IT公務員人數、預算。
連署主題「設立政府實體資訊主管官署」卻反其道而行 -- 擴編政府單位、預算

您述及的這個事實，剛好印證「IT公務員消耗的財政資源高於其生產力」並支持
「必須大規模裁減IT公務員人數」這個論點，而非擴增。

很多，可能是絕大多數，政府申請表，都指定Windows的.doc，而非免費的LibreOffice。
合理推斷：Windows和M$ Office是從中央到地方的唯一准用軟體。
把國家的資訊利益及安全輸送、仰賴給單一外國公司，嚴重危害國家資訊安全！
上級有規定：「各類申請表只准使用.doc、.xls」嗎？
基層IT公務員完全不必負起失職的責任嗎？還是沒聽過LibreOffice？

我是受夠了金管會這個「好意」！
不知道日本、德國等國沒有台灣這種「先進」規定？
直覺是：金融要親民 -- 股民拿手機也可以在TLS保護下的券商網站下單 -- 才對。
