蓋直鐵買新車 不如換腦袋

台鐵正值多事之秋,莒光號車廂冒煙燒出車輛老舊問題,需要增購四百輛新車汰換;東部
一票難求,局長更投書主張蓋北宜直鐵解決路線容量問題。
每次出事,台鐵總是以現有硬體服務有限當理由,同時列出清單說要買這買那,好比孩子
每次考不好,就要求請家教,但這孩子真的有在好好努力嗎?
牽引式列車在捷運化的轉型策略下,勢必要逐步汰換,然而台鐵一直沒有清楚交代,自己
的定位與目標為何,當初承諾二九六輛EMU800通勤電車營運後,可以增加區間車並汰換莒
光號,但新車座椅配置,不適合一小時左右的久坐,難怪台鐵遲遲無法鬆口,推出區間快
車這種現況急需的都市圈快速列車,以真正取代莒光號。
再者,買了先進的普悠瑪/太魯閣,卻沒考量現實運量需求,復因制度問題導致列車編組
運用效率差、司機員輪班壓力大,永遠缺人開車增不了班,東線當然一票難求。
其實台鐵的硬體設備,比許多日本的鐵路公司要先進豪華,班次與運能卻差人家大一截!
買了新車新設備,卻不把腦袋想法跟制度翻新,就是台鐵花錢做事永遠事倍功半的真正原
因。
同樣問題,老調重談幾十年就是不改,與其花錢再讓台鐵買新車、蓋新線,是不是更該釜
底抽薪,好好面對台鐵組織改造的議題?
