北捷年年虧損 北捷:票價只要漲五毛就會賺

〔記者陳紜甄/台北報導〕隨著捷運路網擴增,北捷日運量逐年增長。但是,北捷企劃處
長吳俊佑坦言,捷運的運輸本業並沒有賺錢,每年皆虧,差別只在於「大虧小虧」。回顧
廿年來的運輸收入,他說,大多虧損七到八億,但去年虧損金額僅有三億,創下北捷廿年
來虧損金額最小的紀錄。吳俊佑說,鑑於假日搭乘人次少,因此北捷去年推出「親子同行
一日票」與「三五好友一日票」;北捷也與一O一或永康商圈合作,凡持一日票即可獲贈
小禮物,藉可鼓勵民眾搭乘捷運,去年的運輸收入才因此增加。
吳俊佑表示,市長柯文哲上任後要求,強調北捷商業極大化,彌補運輸本業虧損。因此北
捷去年開始擴展附屬事業與業外收入,包括將北捷站內的辦公空間出租,作為商業空間使
用,一年增加六八OO萬收入;由快取寶經營的「三溫層購物自取櫃」進駐北捷一O八站
,北捷並收取租金,收入增加一五OO萬。吳俊佑表示,北捷的商業空間增加,人潮因此
增長,接著廣告就會進駐。他說,藉由業外收入彌補本業虧損,他說,北捷從一O四年的
盈餘五億,增為一O五年的十五億。
北捷表示,木柵線民國八十五年通車,當時日運量為三萬多人次;營運至今,捷運路網已
成型,日運量可達二O三萬人次。吳俊佑說,捷運搭乘人次逐年增長,但也隨著捷運路網
成形,因此每年要提撥一筆重置基金,做為日後北捷購買新車廂的費用,才造成北捷運輸
本業年年虧損。
此外,吳俊佑說明,捷運路網中也有分賺錢與不賺錢的路線。由於台北市的商業行為較強
,賺錢的路線多是在台北市境內,位在新北市內的捷運路段則不賺錢,像是板南線土城段
就是一例。
吳俊佑說,去年總搭乘人次為七億三千萬,意指,平均票價只要從現行的廿三漲到為廿
三.五元,捷運運輸本業就不會虧損。但目前由於北市府的政策方向,暫時不會調漲捷運
票價。
