高捷財務虧損 主因仍是運量不足

高雄捷運什麼都好,就是不賺錢,就老是運量不足。學者專家一年一度的高雄捷運「定期
檢查」,診斷書出爐,病灶仍未根除。
30日高雄市交通局延聘全國營運、土木、機電、安全及財務重量級的專家學者,共同為高
雄捷運的經營和安全把脈,檢查範圍遍及各大機廠、車站、行控中心,除財務虧損外,其
他共34項的經營及服務指標都符合目標值。
交通局長王國材表示,今年定檢的特色,除對捷運實施專業檢查外,亦從消費者的角度進
行檢驗,因此特別針對99年度及100年度旅客滿意度調查報告,挑出旅客最關心的一些議
題,如「捷運站周邊停車及防竊」等進行檢討,以期能配合民眾需求,持續提昇捷運服務
品質與改善硬體措施。
高捷公司財務虧損狀況一直是外界關注的焦點。這次由中山大學黃北豪教授及中興大學陳
雪如教授等財經專家組成財務檢查組,就詳細針對高捷公司四大財報進行檢查。
和歷年的營運運量資料相比,高捷公司自100年4月1日推出「班次加密」措施,配合市府
環保基金對學生卡、幸福卡等多元票種的行銷優惠,加上交通局陸續推出轉乘路線及尖峰
班距加密等各項大眾運輸政策的加持,高雄捷運旅客運量明顯提升,100年平均日運量已
達13.6萬人次,較99年成長8%,100年下半年更達14.06萬人次,已達運量目標。
高雄捷運年度定期檢查結果,高捷公司除財務虧損外,餘34項的經營及服務指標都符合目
標值。曾擔任高雄捷運初履勘副召集人、定檢委員的藍武王教授說,目前高雄捷運公司主
要問題仍為運量不足,其次是場站空間資源未善加利用,如美麗島站如何利用光之穹頂的
優勢來開發客源、站內廣告及商店擴展等附屬事業經營。高捷應採更積極策略來創造財源
,結合商業、文化、旅遊等活動,創造運量。
