我覺得關於8.02(a) Comment「A pitcher may use the rosin bag for the purpose of
applying rosin to his barehand or hands.」
這一句話的爭議其實都是此句是英文，大家無法像讀中文那樣可以立即理解涵義，本句的
爭議出在「may」上，中文的標準翻譯為「得」、「可以」。規則條文使用這個字代表賦
予規範主體某種選擇，例如某考試規則規定「考生得攜帶計算機入場作答」，表示考試規
則賦予考生選擇攜帶計算機入場的權利，亦即考生選擇不攜帶計算機入場考試亦不違反規
則(如果是「應」(should)，就是考生必須攜帶計算機才不違規)，而且規則只寫「計算機」
三字，沒有任何限制條件，所以無論考生攜帶那一種計算機入場作答，不管是財務型、工程
型或有記憶功能的計算機進場考試都符合「考生得攜帶計算機入場作答」這項規則，而且
純就「考生得攜帶計算機入場作答」這條規則而言，這項僅規則僅規範考生是否有權攜帶
計算機入場，並未規範其他事物，是以若考試規則僅有這一項，考生攜帶電視機入場作答
是完全沒有違反考試規則的(實際的考試規則當然會有一條規則規定考生不能攜帶非考試用
品或須置於教室特定位置來避免這種情形)，但是若這項規則加了一些限制條件，例如「考
生得攜帶財務型計算機入場作答」、「考生得攜帶不具記憶功能之計算機入場作答」、「考
生得在第三節考試攜帶計算機入場作答」，將會使考生可選擇的作法受到限縮，依據這三
個規則，考生仍然可以選擇不攜帶計算機入場作答，但若選擇攜帶，就必須遵守這三項規
則的限制條件(只能攜帶財務型計算機、只能攜帶不具記憶功能之計算機、只有第三節考試
可以攜帶計算機入場作答)。
若把上述舉例的情形套用到「A pitcher may use the rosin bag for the purpose of
applying rosin to his barehand or hands.」這句規則，可以知道的是，投手可以選擇
不使用松脂粉袋，但若選擇使用，就必須遵守這個規則所定的限制條件「for the purpose
of applying rosin to his barehand or hands.」，也就是只能為了把松脂粉塗在手上
的目的使用松脂粉袋。
因此，基於上述理由，應是RogerWaters大的見解才是正確的。
另外，此規則的爭議是因為MLB規則的原文是英文所致，我想參考中文規則的用字可更能釐
清該爭議。基本上，世界各國的棒球規則大多是參考國際棒球聯合會(International
Baseball Federation)制定的官方棒球規則(Official Baseball Rules)所制定，包含我國
在內，中職的比賽及在台灣境內舉辦的棒球比賽，基本上都是依照棒協參考Official
Baseball Rules及日本的公認野球規則所制定，台灣目前的棒球規則是參考2009年版的各
該準則所定(詳見中華民國棒球準則172頁)，因此比對原文的Official Baseball Rules與
中華民國棒球準則的相同段落就可以知道棒協的專業技術人員是如何理解此項條文。

我想在比照中文規則後，應該很明顯RogerWaters的見解是正確的。
