歐盟大頭跟歐洲各國大頭，是兩件事：歐盟大頭們的確是要英國快點提notification

所謂的"歐盟大頭"是：
歐洲議會主席 (現任：Martin Schulz)
歐盟理事會主席(現任：Donald Tusk)
歐盟理事會輪值主席國 (現任荷蘭，代表Mark Rutte)
歐盟執委會主席 (現任：Jean-Claude Juncker)
We stand ready to launch negotiations swiftly with the United Kingdom
regarding the terms and conditions of its withdrawal from the European Union.
Until this process of negotiations is over, the United Kingdom remains a
member of the European Union, with all the rights and obligations that derive
from this. According to the Treaties which the United Kingdom has ratified,
EU law continues to apply to the full to and in the United Kingdom until it
is no longer a Member.
簡單翻譯：我們準備好了，你們快提，我們來談。談判的過程你還是會員國，科科。

As agreed, the “New Settlement for the United Kingdom within the European
Union”, reached at the European Council on 18-19 February 2016, will now not
take effect and ceases to exist. There will be no renegotiation.
二月我們簽署的，從現在起就就當作沒談過，也不會重新協商。
(註解：二月當時為了希望讓英國留在歐盟，所以談判了一系列新的安排。)

Jean-Claude Juncker在記者會上說：
“Any delay would unnecessarily prolong uncertainty,”
" 任何拖延都造成不必要的長期不確定性"
簡單來說：歐盟準備好要談，英國不要拖。
對於英國：有兩種結果
a.) 英國政府選擇放棄公投結果，不通知歐盟當局，不進行退歐程序，
把這件事情重新帶回家解決。
這樣不退歐，但：
2月簽署的協議，給予英國許多留在歐盟內的條件，已經廢止了。
b.) 英國政府選擇通知歐盟公投結果，開始進行退歐程序
在協商期間(最多兩年)英國還存有歐盟的權利與義務，但最終退歐
喀麥隆提出辭職的意向 (其實他現在還是英國首相呀，只是宣稱他之後會下台)
只是不想要遞notification而已。
不過下周二他要去參加European Council的會議，他會向歐洲理事會解釋英國的狀況
