誰應該減少排放的這個問題並不_____。相反地，誰應該承受減少排放的後果才是有爭
議的。
誰應該減少排放不就代表減少的人要承受後果嗎? 為什麼中間會放個 rather來對比阿!?
所以第一空格我選了(B) 誰應該減少排放的問題並未被解決，因此誰該承受才是有爭議的
