=It seems that he is rich.

B. He seems to have been rich.
=It seems that he has been (was) rich.
他現在（以前）似乎已經很有錢。
C. He seemed to be rich.
=It seemed that he was rich.
他以前似乎很有錢。
(--->我覺得這句有更好的譯法：那時候看起來，他似乎很有錢)
D. He seemed to have been rich.
=It seemed that he had been rich.
那時候看起來，他以前似乎很有錢。

換句話說，He seems to have been rich.可以指過去，也可以指現在。

可以發現，如果要明確表示「to have pp.表示發生的時間比主V.早」，
應該要有明確的時間標記，如例句中的before。
綜合上述，我認為您的例句二語意可以有兩種解釋。
