這裡大家為何都覺得 in the past 是在修飾 central bank's reluctance? 是在修飾
China Spectator 的 argument，所以應譯為 China Spectator 過去也曾指出央行。。。
: 過去央行不願意陷於過度寬鬆的貨幣政策，是解決高度舉債的正向指標
: (應該是希望人民幣不要貶值才能還債...?)
是因為寬鬆=>讓市場更容易舉債=>經濟活動更熱絡，與人民幣對外幣的幣值沒有直接關係
(間接關係可以寫二十萬字，下略 XD)

: 現在央行則積極的採取降低基準利率及存款準備率

原po的"以刺激中國經濟"原文沒有，大家在評論時好像也沒看到，afflic大大在這裡把
多譯的部分砍掉但沒特別點出這個問題，我認為該點一下。

: 但後來為了刺激景氣，也不得已的開放下去了
