三、恐怖主義與反恐作為 Terrorism and Anti-Terrorism ，
反恐怖作為用Counterterrorism比Anti-terrorism有力及週延
Anti詞意比較消極、被動，且程度限於「反對」而已。
Counter則不僅是反對還包括了對抗及反擊
美國對恐怖主義的作法是「先制攻擊」的戰略思想
在911初期是有不少人用Anti-terrorism
但現在則多用Counterterrorism，這算是新造字，已獲美國官方使用，
包括美國聯邦政府裡的官方組織
「OFFICE OF THE COORDINATOR FOR COUNTERTERRORISM」，
是隸屬國務院裡的任務編組「U.S. COUNTERTERRORISM TEAM」
之下，也是用Counterterrorism。
