你的理解沒錯啊，你用的「無論（是）多麽... 都...」也已經正確表達了原意。
再提供一些別的說法：
（哪怕）再怎麽荒誕鬼扯的事，都能...
（就算（是））再怎麽...，（恐怕）都能...
...，政府恐怕都有辦法將它變成...
這種雙重否定的英文表達方式，恐怕不能直接譯成：沒有荒謬到政府無法...的事。
至少這個例子不好這樣做。
