[請益] If/whether 的用法
在網路上找過蠻多資料，但仍舊有疑問
提問: if/whether 當「是否」解時其用法上的限制
例句：
I want to buy this clothes for my father, but I'm not sure _____ he will
like it.
(A) whether (B) if (C) what (D) how
我想答案是(A)，因為我查字典說sure 會接wh-
接著我在網頁上看到一句 We're not sure if they have decided.

不曉得哪一個是正確的?
另外補充一個問題
之前學到的是whether 可以加 or not, 但 if 不可以加
然而我在 "Understanding and using English Grammar" 藍色那本中看到
I wonder whether she will come or not.
I wonder if she will come or not.
這兩句是成立的，請問問題出在哪呢?
