put ... on the defensive要連在一起看
意思是，使OO被迫採取防守狀態
反過來說就是另外一方正在展開進攻嘛
回到這句就是說
這個禮拜歐巴馬採取了比較積極的行動
而且是爆炸發生以來從所未見的積極，這才逼得BP要開始防守
再回到前面那段
