38.3.1
‧Delaying the game by deliberately touching the ball after it passes through
the basket or by preventing a throw-in from being taken promptly.
大意是：在中籃後故意去觸球以及妨礙發界外球造成比賽被延誤
但是
17.3.2 Other player(s) shall not:
‧ Have any part of their bodies over the boundary line before the ball has
been thrown across the boundary line.
‧ Be closer than one (1) metre to the player taking the throw-in when the
out-of-bounds area, free from obstruction at the throw-in place, is less than
two (2) metres to the boundary line.
An infraction of Art. 17.3 is a violation.
大意是：球未過界線前 其他球員不能越過界線
如果界外區域深度不到2公尺 必須與發球員距離至少1公尺
違反17.3就是違例

所以說這樣吹技術犯規會不會太OVER？
況且球員的本意是"妨礙發界外球，以致延誤比賽"嗎？
只不過是不懂規則規定
但又想好好防守好這一球
這時裁判應該是要引用17.3.2來吹判才是
並且應該趁機教育球員
不然有的球員根本也不知道裁判是在吹這球是吹什麼意思的
但是經過說明這是違例行為
確一而再，再而三的重犯才有"延誤比賽"的嫌疑
（好比說完這樣做違例 他卻在重新發球時明知故犯）
技術犯規應該是要重視"犯意"
而不單單只是"行為"吧
這樣隨隨便便就吹技術犯規
球員不反彈才怪………………
