強調控制而非強調合作並不是個好主意，至於那些說控制為成功法門的掌權者，給的是
糟糕的建議。

我想主要的意思是：
建立的教師聘僱、獎勵政策係以對學生的控制為基礎的系統所產生的教學形式，可能會
使錯誤重演，而且也可能因為分類（例如依種族或母語）而在公平性上產生疑慮。
非翻譯，僅說明我理解到的意思。
