[新聞]花敬群推稅改整頓房市 業者憂加重房市壓力

〔記者徐義平/台北報導〕選前擔任民進黨智庫土地及住宅政策小組召集人的花敬群,昨
日躍上檯面,擔綱內政部政務次長一職,花敬群擔任民進黨住宅政策顧問長達10年,選前
提出房市三箭,強調稅制改革是整頓此波房市亂象的主要關鍵,業者憂心花次長將會對奄
奄一息的房市帶來更沉重的壓力。
花敬群第一箭是提高持有稅,因此,未來也將從稅制著手改革房市,但卻是透過稅制的調
整,有策略地解決居住問題,讓閒置資源因租稅優惠獲得有效利用、產生產值,同時用高
稅率嚇阻投機炒作,讓市場回歸正軌。
第二箭則射向沒有繳稅的房東,拋出租賃專法議題,讓沒有繳稅的房東浮出水面;第三箭
則針對現行停滯的都更議題,提出由新政府成立都更專責機構,建立一個有組織的系統,
並透過中央與地方合作,同時動員民間專業人士,包括建築師、估價師、地政士等,甚至
深入社區與市民做都更教育。
至於房地產業者對於花敬群的評價如何?與他長期合作國泰房價指數的國泰建設協理林清
樑表示,花敬群對於國泰房價指數的剖析相對中肯,而且貼近市場看法,因此,可以期待
他上任後的作為。
不動產開發公會全聯會秘書長于俊明則指出,在國內外經濟面臨極度困境之際,過去的打
房政策已造成許多從業人員失去工作機會,地方建設也難以推動,影響經濟引擎的復甦。
因此,花敬群此時擔任內政部政務次長一職,相信能夠務實的讓房地產市場恢復穩定,因
為救經濟、穩就業是當前最重要的事情。
房地產學者團體「鴨族」大家長張金鶚,對於成員之一的花敬群擔綱內政部政務次長一職
,其實是任重而道遠,也對他有著相當多的期許,並認為他會一一達成設定目標,而且若
有問題,其實「鴨族」有一大群智庫可以幫忙解決。
