學者:雪隧問題在龜速車 要開罰

宜蘭縣長林聰賢提議提高雪隧速限、開放路段變換車道,雪隧履勘委員、逢甲大學運輸科
技與管理學系副教授李克聰直言「不贊成」,並直言雪隧的問題在於「龜速車」,最好的
方式是將最低速限調高至七十公里,若車速過慢就開罰。
李克聰表示,變換車道每換一次,後方車流就受到干擾,不僅有安全顧慮,反而容易引起
塞車。此外,雪隧速限設計是九十公里,若再加上十公里寬限值,駕駛人可能開到一○二
或一○三公里才被開單,已超過雪隧設計速限。
李克聰說,雪隧問題是龜速車,有人怕危險開到比六十公里還低,就會影響車速。最好的
方式是將最低速限,從六十公里調高到七十公里,讓雪隧內車輛維持在八十公里的均勻車
速,若車速過低就開罰,才能既安全又有效率。
此外,從蘇澳、頭城各匝道上來的車,從多個車道匯入雪隧兩車道,比起提高速限、變換
車道,更該思考的是如何交通減量,提高大客車優先範圍、搭配車道規畫。
台大土木工程學系教授張學孔表示,雪隧提升速度、變換車道,是「安全與效率的權衡」
,提升效率隱含的,是事故發生、生命財產的損失,尤其隧道內更需要謹慎決定。
張學孔表示,雪隧最大的癥結在於「供不應求」,需求量大於供給量,追根究柢還是需求
管理,如何透過公共運輸、動態資訊及擁擠費,讓用路人在合理的時間移轉,並付出更高
的通行費代價。

同意,需要換車道都是因為前有龜車擋道,車流速度穩定根本沒必要換車道
