五楊高乘載車道 龜速車卡成蚊子道

國道一號五楊高架泰山-中壢路段首創高乘載車道,通車後卻因「龜速車」占道,導致使用
率偏低,最低時僅一成五,一輛龜速車就可能將後方車輛全卡死,大客車也因切換車道不
易,也寧願不走高乘載車道,對於這種畸形現象,交通部長葉匡時表示將請高公局檢討。
五楊高架通車一個多月,泰山-中壢南北雙向內側車道,首創全天候高乘載管制,僅供大客
車、計程車及三人以上小型車通行,最高速限時速一百公里、最低速限為六十公里,然而
,林口上坡路段卻常見龜速車擋道情形。
由於車輛進入高乘載車道後,不得任意變換車道,不少用路人反映,只要一台六十公里的
龜速車占據高乘載車道,就將後面車輛全堵死。符合高乘載規定的大客車,因擔心被堵死
寧願不進入,衍生出「該走的不走,不該走的卻開進來」的現象,阻礙交通流暢。
高公局交管組組長呂文玉指出,高乘載車道使用率約一成五到三成,平日尖峰時段每小時
約兩、三百輛次,假日可達五、六百輛次。
高公局總工程司吳木富指出,無法強制三人以上車輛行駛高乘載車道,僅能透過宣導建議
爬坡力差、車速較慢的車輛不要進入高乘載車道。高乘載車道效益在上路初期不明顯,就
如台北市公車專用道,措施上路後還需培養民眾使用習慣,未來車流量增加時才看得出成
效。
針對取消高乘載車道的呼聲,交通部也有難處。吳木富指出,高乘載車道是當初進行環評
審查時,環評委員要求的配套項目,「環評聖旨一下,大家非做不可。」若因成效不彰須
取消,也要環保署同意。
未達三人以上小型車行駛高乘載車道,原訂本月廿一日起開罰六百元到一千兩百元,交通
部認為目前仍屬「過度期」,計程收費上路前免罰。國工局總工程司呂介斌表示,車輛行
駛高乘載車道雖禁止任意變換車道,仍可利用每三到五公里的叉出、匯入口進出。
