台鐵退休金問題最嚴重,毛治國在交通部長任內,提不出啥對策,「政績卓
著」高升行政院副院長後,還是不敢提。今有新聞「毛治國搭熱氣球視察花
東鐵路」,就顯得格外諷刺。
台鐵困境在九十%的營業利潤,都必須拿來養退休人員(終生俸),剩下十
%根本不夠支付現職人員薪俸及營運開銷,造成年年虧損,每年都必須靠政
府貼補的大錢坑。
也因營運吃緊,台鐵做出一些不合理的開源與節流:例如由台北到花蓮,前
半段到羅東,因為有雪山隧道,多家客運公司競爭,票價非常低廉;羅東到
花蓮,因政府沒做蘇花高,台鐵獨家生意,派出來的多是莒光號、自強號等
高價位車種,民眾必須忍受荷包失血。
不當節流例如九十五年發生在花蓮的自強號撞死五位鐵路維修職工慘劇,原
因就在原本工班編制有六人,一人專門負責警戒火車開來,但因過度精簡人
事,這名警戒員被精簡掉了,於是五人埋頭工作,完全不知道自強號高速無
聲衝過來!
以上只是台鐵營運困境的冰山一角,要解決問題的根本,就必須把台鐵納入
行政院的年金改革,降低退休俸替代率,期使退休俸支出不要超過營運成本
五十% 。毛治國真要改革台鐵,應拿起計算機來多按幾次,不是搭熱氣球
