2020 年 5 月 13 日 The Boeing Co., St. Louis, Missouri, is awarded a $656,981,421 modification (P00014) to a previously awarded firm-fixed-price contract (N00019-19-C-0016). This modification procures and delivers 467 Harpoon full rate production Lot 91 Block II missiles and support equipment for various Foreign Military Sales customers. This modification procures four Block II missiles and support equipment for the government of Brazil, eight Block II missiles and support equipment for the government of Thailand, 53 Block II missiles and support equipment for the government of Qatar, 402 Block II missiles and support equipment for the government of Saudi Arabia, and support equipment for the governments of Japan, the Netherlands, India and Korea. Foreign Military Sales customer funds in the amount of $107,800,000 will be obligated at time of award, none of which will expire at the end of the fiscal year. 在2021年9月28日,美軍與波音簽約,為出售台灣的陸基魚叉系統提供啟動量產的生產線訂單,飛彈型號是 Harpoon Block II Update Grade B , 預定結束時間是2023年7月,總金額是2.2億美元. 這訂單指明了"非經常性工程" ,在2021年9月,陸基魚叉只有台灣要買, 並且包括了整套系統,也就是說,美方必須為台灣另外安排組裝線, 以及進行必要的開發,整合與測試的規劃. 而2021年民110年海軍的公開預算根本沒列入魚叉系統. 是2022年民111年才列入, １７．魚叉飛彈海岸防衛系統： (１)計畫必要性：為提升本軍打擊武力及攻擊範圍，有效增加制海作戰能力，規劃籌建機動飛彈車中隊，並配置魚叉飛彈海岸防衛系統，以具備機動性執行多波次飛彈攻擊，並協同水面作戰艦艇遂行灘岸殲敵任務，以嚇阻敵軍事冒進。 (２)依據：全案整體獲得規劃書奉國防部109年8月20日國略建軍字第1090176159號令核定；另奉國防部110年9月29日國略建軍字第1100218783號令修訂，計畫籌獲魚叉飛彈海岸防衛系統100套，計需86,601,349千元，納入110-119年度編列，分年預算編列如下： <１>110年度：計畫執行魚叉飛彈海岸防衛系統陣地工程整建，預算62,596千元；其中「450111武器裝備整備購製」編列59,803千元，「150110採購及外購軍品作業費」編列2,793千元。 <２>111年度：計畫執行魚叉飛彈防衛系統及支援測試裝備解繳、能量技術轉移、備份料件及陣地工程整建，預算1,432,498千元；其中「150104一般武器及戰備支援裝備購製」編列1,428,481千元，「900201一般設施整建工程」編列1,080千元，「150110採購及外購軍品作業費」編列2,937千元。 <３>112年度：計畫執行魚叉飛彈防衛系統及支援測試裝備解繳、能量技術轉移、備份料件、人員維修訓練、裝備驗測及陣地工程整建，預算6,551,813千元；其中「150104一般武器及戰備支援裝備購製」編列5,956,100千元，「900201一般設施整建工程」編列592,746千元，「150110採購及外購軍品作業費」編列2,967千元。從以上可知,美方發標的時間,比台方修訂的時間還早一天, 而2021(110年)與2022(111年),台方只投入約15億台幣, 但美方2021年發標的金額是2.2億美元. 2022年3月2日 The Boeing Co., St. Louis, Missouri, is awarded a not-to-exceed $498,310,000 firm-fixed-price undefinitized order (N0001922F0030) against a previously issued basic ordering agreement (N0001921G0006).
