我能翻出的部分：
能源安全是歐盟內部活動政治範疇內不明顯支持...
這篇文章再探討的是歐盟推廣他的價值，如人道、民主等等
所以notion指的是推廣這件事情
其實每個字我都看得懂，但是實在不知道怎麼翻比較好

accumulate is that of energy security.
Energy represents a more serious and genuine test of the EU’s capacity and commitment as a normative power than
asymmetric relationships in which it is by far the stronger party or when the
issue does not threaten its vital interests.
接著的這句話也不好翻，我能翻出的部分：
能源比起不平衡關係是歐盟做為建立基準者的能力及使命一個更為嚴格且真實的考驗...
