這個例子其實蠻好的，見下述

有關relative pronoun或relative adverb的問題裡面，
有一個很基本的句法模型：「主要子句(末詞為先行詞) + relative + 次要子句」。
雖然主要子句中的antecedent(先行詞)跟次要子句中的relative是指同一個東西，
但是他們的語義功能（諸如格位之類的）並不一定要相同，
而是看他們在各別子句裡的功能而定。
比如說：
I invited my brother who lived in San Francisco.
主要子句：I invited my brother.
次要子句：Who (my brother) lived in San Francisco.
很明顯可以發現主要子句的brother是受格，而次要子句的brother是主格。
因為本句的relative "who" 在次要子句中是扮演「主格」的角色，
所以絕對不可以為了配合主要子句的受格格位，而用受格的"whom"替換，
變成 *I invited my brother whom lived in San Francisco. 就錯了。
同理，原po的例子中the city of San Francisco 在主要子句裡是斜格oblique,
在次要子句裡是主格，基本上就要使用主格形態的relative。
因為the city是物，所以用which，不可以用where。
