500億僅省18分鐘 北宜直鐵喊卡 若改善舊線 車程少10分鐘 仍要300億

案,台鐵南港到頭城要四十七分鐘,搭普悠瑪號僅快十八分,卻要花五百億元。鐵工局昨
表示,若環評未過或外界質疑成本效益低將喊卡,擬改推台鐵舊線改善替代,預估至少要
花三百億元,但普悠瑪號省下時間恐不到十分鐘。
環評問題仍待克服
北宜直鐵去年四月完成選線,南港經雙溪、大溪到頭城,避開翡翠水庫,全長五十三公里
,通車後自強號可快三十八分,普悠瑪號可省十八分,四月環評出爐,六月底前送環保署
審查,另規劃報告也將於六月出爐,經交通部核定,最快暑假可送行政院審查。
不過鐵工局局長胡湘麟昨坦言,北宜直鐵除有環評問題要克服外,成本效益將是關鍵。
胡湘麟說,若外界認為效益差,該局將提替代方案,改以台鐵現行舊線的路線改善,包括
急彎半徑拉大、坡度減緩等,可節省行車時間不會比北宜直鐵多,但成本低很多,六月將
一併出爐。
鐵工局官員表示,若推北宜直鐵一般自強號可快三十八分,對普悠瑪號一票難求將有幫助
;若採台鐵舊線改善方案,節省的行車時間恐不到十分鐘。
「兩案都很難接受」
台灣鐵道暨國土規劃學會常務理事吳易翰表示,現選定的北宜直鐵案效果有限,若改舊線
效益更低,交部毋須急著決定,應多溝通。
民眾張先生則說,只省十分鐘或十八分鐘,卻要花三百億或五百億元,兩案都很難接受。
