中華民國退伍軍人—八百壯士為憲政體制、為尊嚴而戰
八百壯士暨所屬退伍軍人組織與全體國人，同時敞開雙臂，歡迎來自世界各地運動員及貴
賓來台參與賽事，希望你們在台期間萬事如意，盡情享受比賽。
誠如先前承諾，八百壯士不會以任何方式干擾賽事，但願以謙卑之心，向各位訴說中華
民國政府正以不公平手段，對待在街頭抗議的退伍軍人。當初他們從軍報國時，政府為軍
人設計了一套公正完整的退俸制度，其目的在補償當時過低的薪俸，這是政府與所有軍人
共同認定的合約，既不能討價還價，更不許追溯既往。
然而現在執政的民進黨，藉著行政立法權力於一身，試圖提出法案，削減退伍軍人退俸
最高達40%，預計在2018年通過實施。這不僅違反憲法，也羞辱退伍軍人以往對國家的貢
獻，地表上沒有任何一個政府會做出如此羞辱軍人之情事，我們深信此一作法，已嚴重衝
擊中華民國現役軍人士氣。
由於政府多次拒絕我們『不溯既往』的訴求，迫使我們在吳其樑將軍帶領下，不得不走
上街頭，進行抗議，並在立法院正門，台北市中山南路1號設立陳抗指揮部。在此誠摯邀
請各位在台期間，能撥冗來此傾聽我們的心聲，您們的關注與支持對我們意義重大，不勝
感激。
最後預祝大會成功，參賽選手屢創佳績。

The 800 Heroes and Veterans Association Press Statement for 29th Summer Univer
siade in Taipei, Taiwan, Republic of China
Taipei (August 19, 2017)--800 Heroes and Veterans Association, together with a
ll citizens of Taiwan, open our arms and extend our hospitality to welcome all
athletes and distinguished guests from all over the world. We wish you all th
e best and hope you enjoy the games as well as your stay in Taiwan.
As we have stated before, we do not intend to disrupt the games in any way. Ho
wever, we would like to humbly share with you our cause and our ongoing protes
t against our government for the unfair and unjust treatment to its veterans.
All veterans were granted an equitable pension system designed to compensate f
or a lower salary when they join the services. It is a contract between the go
vernment and its service men and women, which is not to be negotiated or to re
trofit after the intended legislation.
The current ruling Democratic Progressive Party and its administrative and leg
islative branches of the government intend to pass new legislations to slash u
p to 40% of veterans’ pension across the board starting 2018. We feel that su
ch an outrageous and unjust action not only violates our constitutional right,
but also humiliates our past services to the country. There is no government
on earth that would do such a disgraceful thing to its retired service men and
women. We believe the intended legislations have already greatly impacted the
morale of the nation’s active military.
Since the government repeatedly refused to accept our plea to reverse the inte
nded legislation attempt, many of us, led by retired Lt. Gen. Chi-liang Wu hav
e decided to take the matter to the streets and legislature of Taiwan. Members
of our association have been protesting outside our legislature building on N
o.1 Zhong Shan South Road, Taipei since the beginning and throughout the summe
r season. Gen.Wu and the organizers would invite you to come out and meet us w
hile you are in Taiwan and hear our voices. Your attention to the matter and t
he support to our cause mean so very much to us and will be greatly appreciate
d.
May the games be successful and each athlete performs their best.
