句首的介係詞片語在語意上修飾的是整句的事件
（也可以看做修飾整句的核心動作－－謂語/主要動詞）
而邏輯主詞則是對應到該主要動詞的動作發出者－－該句主詞。
拿這題的意思來說
in attributing...是修飾
the perpetrators are in effect told that they are not responsible
for their actions.整句話。
邏輯主詞是跟著perpetrators。
可是按前句句意，這裡應該指的是律師辯護時將...歸因成...
而非罪犯自己辯護自己。所以邏輯主詞不應跟著perpetrators。
