如上面的版友推文所述，all of them targeted to an invading microbe
則沒有強調 1 to 1 --> 1 antibody to 1 microbe or substance
而句意則會變成 all to 1

為何要特別註明這些黃底的字呢? OG 是這麼解釋的:
The sentence begins with the conjunction while, here used to mean although,
and contrasts the similar situation of all states with
the varying conditions of each state.
So it is more logical and correct to have the regulatory environment
of each state.
句意是強調對比:
所有的 state 都面臨相似的情況，
但每一個 state 的工業會自己決定....(省略)
所以當強調每個個體都有特殊性的時候，
用 each 會比 all 來的清楚許多
