根據and平行結構，rise & act ; absorbing & protecting 平行。
故答案是(C)，但是我想請問這(C)選項，absorbing的主詞到底是誰？
以句意來看，應該是breakwater，但是我目前作答習慣看到",+ving"，
往前搜索 main clause的主詞，所以看到the Army Corps of Engineers後，
判斷句意不合，排除(C)選項，結果答錯了，有請各位版友幫助我解決
這個思考的盲點，到底要如何下手分析才有效，謝謝。
