雖然他沒踢過成年隊，大家好像都覺得沒問題
不過在這個沒啥人知道的條款裡面有提到
Article 18.1.a within the Fifa statutes outlines that any player who has
represented their country in an official competition, at whatever level,
would at that time need to have held a passport for the country they later
wish to play for in order to be permitted to make the switch.
不管球員踢的是任何層級，只要是為國家踢的任何一場正式比賽
除非當時他有其他國家的護照，否則他在未來就無法轉隊
Arteta曾經幫西班牙踢過U16和U17的賽事，當時的他怎麼可能有英國護照...
所以......
我不知道我的解讀有沒有問題啦，如果有錯請指正
