[請益] 這句子應該如何解釋

前幾天看到一篇英文文章,但句法有點複雜我有點不懂它的意思文句如下(有兩句): 1. It's amazing how many people don't negotiate their salary at the interview stage, and who also fail to ask for a raise during their working life. 為何後面要用who, 如果不用who可以嗎,在後面句子用who要如何解釋,不知道and 後面省略了什麼,是如何可以怎樣使用 2.
