小弟的理解如下：
Greenhouse gases are necessary
溫室氣體是不可或缺的
because they keep the planet's surface warmer
因為它們能讓地球的表面保持溫暖
than it otherwise would be.
否則地球就不是現在這樣了
這裡的otherwise緊跟在it後面，
是為了單獨修飾it (it指的是the planet's surface)
而主句既已明示 "Greenhouse gases are necessary"；
反之，就是 the planet's surface without greenhouse gases
詳細詞意
=> than the planet's surface without greenhouse gases would be
使用otherwise單獨修飾the planet's surface
=> than the planet's surface otherwise would be
再使用代名詞it
=> than it otherwise would be
