若要精準回答你的問題，
第一個為何begin後面會有as，
是因為這裡begin是不及物動詞，
若後面要接受詞，必須先接介系詞as才行，
介系詞片語(as+N)當副詞修飾begin。
而第二個為何collaborate後面會有個to，
這裡to不是介系詞，是不定詞片語(to+V)當副詞用以表「目的」，
不使用動名詞片語是因為它沒有當副詞的作用在。
這裡有個重要觀念需要釐清!!!
不定詞片語可以拿來當名詞(片語)或副詞(片語)來使用，
當副詞用就如上例2，修飾 collaborate。
但拿來當名詞用的話可以當做及物動詞的受詞，
例如 Then plan to visit Taiwan.
to visit Taiwan 做名詞用當成 plan 的受詞。
至於哪些及物動詞只能接不定詞或只能接動名詞或接兩者都可以，
這個問題與上例2完全無關，
因為上例2的collaborate是不及物動詞。
接哪一種的問題只能熟記這些及物動詞了(常用就記得了)。
