這在原文書很常見,雖然坊間的英語文法書完全沒有提到,
但如果你有常閱讀英語原文書,就會很常發現這種用法。
我個人覺得這是一種「同位語」的概念,也是一種「強調用法」。
我舉之前讀過的《Breaking Intimidation》這本美國人寫的書好了,裡面有句話是:
We have insurance. If we get sick, we rush to the doctor without praying
first, knowing our insurance will cover the cost. Our jobs provide a paycheck
every week or two. If we lose our job, we have unemployment to fall back on.
If that runs out, there is welfare. If welfare is unavailable, we may be able
to find another program that will take care of us—maybe even one that
compensates laziness.
上面的one就是指another program,而常用「破折號」或是「逗點」來引出來,作為「強
調」之用。

這本書的句子用的是:
Without God we can only love with a selfish love -- one that cannot be given
if it is not received and returned.
上面的one就是指a selfish love,用one作為「同位語」再度把a selfish love拿出來,
並加以強調並進一步說明。

Some of our modern Church has developed a deceptive thought process, one that
has been conceived and brought forth by an unbalanced teaching of grace.
這裡的one就是a deceptive thought process的同位語,這是一種強調的手法。
回到你的問題:
原句應該是:A new kind of electrical meter will be installed in this city,
【one that is】smart enough to engage in two-way communications with the
power plant.
然後再把關代that和be動詞省略,就變成:
A new kind of electrical meter will be installed in this city, 【one】 smart
enough to engage in two-way communications with the power plant.
