其實你已經把它翻出來了 就是有.....的風險(可能性)
所以既然你已經把可能兩個字翻出來了 那麼後面的"的風險中"則可以省去
一些小地方:
society as a whole => 整體社會
the exercise of national security laws and powers
=> the exercise也包含了the exercise of the powers 不過你把它們分開看了
所以我會翻成=> 國家安全法律及其權力(or職權)的行使

: 我們的教育制度已無法因應社會改革及經濟發展的需求，尤其是全國出生率的降低和社會
: 價值的改變，已減弱教育文憑的價值。
: 試譯:

....which has decreased => 這邊應該是指兩個現象都造成文憑價值低落(是吧?)
=> which have decreased...
