Again, pardon my poor Chinese - I would personally preferred a
less 'English-style Chinese translation but my brain isn't really
working well ATM...
The issue here is that DEA does not require you to receive the permit
before doing the 'central record keeping' - you can do that after DEA
received your notification of your intention to keep record centrally
for 14 days - if they think otherwise they will notify you.
Central record keeping, by the way, means that, for somebody
who own several pharmacies, they may opt for a centralized
form of record keeping (for certain dangerous drugs etc.)
which is done in a place other than the pharmacy etc.
